2024Q1 Reports: Member at-large - EMEA

The number of ACL SIGs has increased from 26 to 28 in the past year. We also have one BIG. The new SIGs are "SIGWrit: SIG on writing systems and written language" and "SIGSEC: SIG on NLP security". Currently, all SIGs are active.
