Conference Handbook Update

The preliminary work necessary to update the conference handbook is ongoing. Revisions depend on several other issues that are currently being addressed, such as approach to reviewing, and reviewing support infrastructure

It was decided that no plagiarism policy would be adopted, and that plagiarism cases would be addressed on a case-by-case basis
