2024Q3 Reports: Member at-large / SIGs&BIG

The ACL currently has 29 SIGs (up from 27 last year). The two new SIGs are SIGWrit: SIG on writing systems and written language and SIGSec: SIG on NLP security. ACL also has one BIG (EquiCL). All SIGs and the BIG are currently responsive.
